HB 1171 - HOME SCHOOLING - NDFA Supported/ Bill Passed
This bill related to the supervision of home education, the qualifications and monitoring of parents supervising home education, and the physical location of instruction. This bill was a good first step in removing some unneeded regulations hindering the efforts of home schoolers across the state.
HB 1324 and SB 2199 - INCOME & PROPERTY TAX REDUCTION - NDFA Supported/ Bill Passed
HB 1324, in its original form, provided for an income tax reduction. That reduction was rolled into SB 2199 and passed. SB 2199 provides for $100M in ND income tax reduction, $90M personal and $10M corporate. Additionally, SB 2199 has provided for $295M in property tax relief, by way of reducing school district mill levies. NDFA supports all sustainable efforts to allow more of our hard earned money to remain with the family.
HB 1371 - ULTRASOUND - NDFA Supported/ Bill Passed
An abortion facility may not perform an abortion on a woman without first offering the woman an opportunity to receive and view an active ultrasound of her baby. This language must be shared with the woman seeking an abortion, at least 24 hours previous to the abortion being performed.
HB 1435 - REQUIRED CURRICULUM - NDFA Supported/ Bill Passed
This bill requires the inclusion of the Declaration of Independence and the United States Constitution in the ND high school social studies curriculum.
HB 1445 - INFORMED CONSENT - NDFA Supported/ Bill Passed
This bill relates to the requirements of informed consent to abortion, and requires the following language to shared with a woman seeking an abortion: "the abortion will terminate the life of separate, unique, living, human being."
HB 1553 - SEXUALLY ORIENTED BUSINESSES - NDFA Supported/ Bill Failed
This bill would have provided statewide regulation of sexually oriented businesses in relation to location and hours of service. Local political subdivisions could have superseded the statewide regulation by passing their own ordinance.
HB 1572 - PERSONHOOD - NDFA Supported/ Bill Failed
The intent of this bill was to establish personhood, by providing for equality and rights to all human beings at every stage of biological development: an individual, a person, when in the context indicates that reference to an individual is intended; or a human being includes any organism with the genome of homo sapiens.
SB 2194 - COMMISSION ON THE STATUS OF WOMEN - NDFA Opposed/ Bill Failed
A bill to expand the role of the commission far beyond advocating for women, which the present commission does very adequately. The expanded role was to include health issues, including reproductive health matters.
SB 2265 - COERCION BILL - NDFA Supported/ Bill Passed
This bill relates to the posting of a notice in the abortion facility stating "no one can force you to have an abortion. It is against the law for a spouse, a boyfriend, a parent, a friend, a medical provider, or any other person to in any way force you to have an abortion."
SB 2278 - SEXUAL ORIENTATION DISCRIMINATION - NDFA Opposed/ Bill Failed
This bill would have prohibited discrimination based on sexual orientation, including transgender, meaning identification with a gender different than that assigned at birth. It would have provided for special status and protection based on chosen and changeable behaviors and conduct.
SB 2287 - FAMILY PLANNING SERVICES - NDFA Opposed/ Bill Failed
This bill would have made application for waivers to extend Medicaid family planning services.
SB 2391 - ALTERNATIVES TO ABORTION - NDFA Supported/ Bill Passed
This bill provides funding for the alternatives to abortion services program, and specifically enhances the effort to raise the level of awareness of the program to those who may be considering an abortion.
SB 2394 - PRENATAL CARE FOR MINORS - NDFA Opposed-Neutral/ Bill Passed
This bill relates to a pregnant minor accessing prenatal care. As introduced, it allowed a pregnant minor to consent to and contract for prenatal care (self emancipation). NDFA opposed this version. As amended, the physician or health care provider may provide limited prenatal care, with certain stipulations. While the bill limited the prenatal care, it is an erosion of parental involvement and their rights. Even with these improvements to the bill, we could not support the erosion of parental rights. We do applaud the efforts of the House Human Services Committee members for their efforts. An accompanying study will allow us to follow this issue, and determine what action to take in the future.
HCR 3015 - REJECT FREEDOM OF CHOICE ACT - NDFA Supported/ Bill Passed
A concurrent resolution urging congress to reject the bill known as the Freedom of Choice Act, which would invalidate every abortion-related regulation enacted by the state of North Dakota, on behalf of the people of North Dakota.
