A BILL for an Act to amend and reenact sections 12.1 14 04, 12.1 17 02, and 12.1 17 07 of the North Dakota Century Code, relating to enhanced penalties for conviction of discrimination in public places, aggravated assault, and harassment involving a hate crime; and to provide a penalty.
In general this proposed bill deals with instituting ‘hate crimes’ legislation pertaining to discrimination in public places, aggravated assault, and harassment. The legislation adds to the existing criteria ‘actual or perceived sexual orientation’. NDFA believes: existing law provides justice for all, this would unfairly create a special protected class, our religious liberties would be threatened, and our pastors liberty to Scripturely teach and preach would be jeopardized.
